Here's a Javascript project which provides you just that.

The project currently has over two hundred and thirty <a href="http://phpjs.org/functions/index">functions ported</a> and put into a single, easy to download <a href="http://phpjs.org/packages/index">library</a> (with three versions - normal, mini and packed).
