First off, EvilWalrus.com is moving to getting a new PHP protal working on their site (with a MySQL backend), and I'll be sure to let you know when they get that up. It will change their site a bit, but they'll still have the same sections and all like they did before.
Also, Zend.com has some new items - the newest Code Gallery Spotlight all about passing varaibles more like a search engine and the newest weekly summary, including the new WDDX extensions they're adding.
And, last but not least, everyone's favorite article has been updated. The PHP: Hackers Paradise Revisited article covers some of the great guiding principles PHP programmers should keep in mind. Definitely worth a read.
