Welcome Amir and Validate-0.6.4 release

Pierre-Alain Joye's latest post serves a dual purpose, both welcoming a new lead developer to the Validate package team (Amir Mohammad Saied) and to announce the release of version 0.6.4.

Amir Mohammad Saied has recently joined the Validate developers team as package lead. I will continue to help to take decisions or define the roadmap, but practically he is the active lead on this package. I'm really happy to see new good developers taking the hand or helping me on my packages, it is a natural move and ensures the continuation of the project.

With Amir in place, there's already a new release - version 0.6.4 with a few changes to the string, email, and utf-7 encoding.
